Joe Rogan Claims Rap's Chart Decline Due to USAID Defunding
Joe Rogan, the popular podcast host, has posited a controversial theory linking the perceived decline of rap music's presence on music charts to the Trump administration's decision to defund the United States Agency for International Development (USAID). Rogan made these remarks during a recent episode of The Joe Rogan Experience with comedians Shane Gillis, Mark Normand, and Ari Shaffir.
Rogan stated, "The weird thing is how rap's fallen off the charts. It's because USAID got defunded." He elaborated, suggesting that USAID was involved in funding "radical, anti-government rappers overseas" as part of a strategy for "regime change."
The Council on Foreign Relations describes USAID as a key component of U.S. foreign policy, providing assistance to developing countries and coordinating responses to international crises. In March 2025, Reuters reported that the Trump administration significantly cut USAID programs, with then-U.S. Secretary of State Marco Rubio stating that these cuts aimed to redirect funds from programs not serving U.S. national interests.
While there is no concrete evidence to support a direct link between USAID funding and the rap music industry, Rogan's comments tap into a conspiracy theory that has gained traction. This theory has been amplified amidst a recent shift in music chart trends, including the prolonged success of country artist Ella Langley on the Billboard Hot 100.
Despite this, Luminate's midyear report for 2026 indicates that R&B/hip-hop continues to be the most consumed music genre. However, its market share has seen a slight decrease in recent years, falling by 1.6 percent since mid-2025. The genre has also experienced a notable decline in its equivalent market share on the Billboard 200 albums chart since 2023.
In terms of recent chart performance in 2026, Drake has been the primary hip-hop artist to reach the top of the Billboard Hot 100 with his song "Janice STFU." His album ICEMAN is the only project this year to produce a top 10 hit on the Hot 100, which also propelled Future and Molly Santana to the number two position.
Rappers have demonstrated stronger performance on the Billboard 200 albums chart. Drake, along with Don Toliver, A$AP Rocky, Future, and J. Cole, were among the 22 artists who topped the album chart in 2026.
